Proactively preventing and suppressing organized crime and gang violence in the Surrey through overt, high visibility enforcement and investigation.

Who we are

training

Surrey Police Service will have two dedicated Gang Enforcement Teams with constables and sergeants that will work in a Target Enforcement Unit in partnership with stakeholders, Frontline officers and other police agencies. The teams will prevent and suppress all forms of organized crime and gang violence in the City of Surrey through proactive enforcement by:

  • Engaging and targeting gang members and associates, and enforcing Criminal Code, CDSA and Provincial Statutes.
  • Conducting regular curfew checks of gang members and associates to ensure compliance with court orders including bail conditions.
  • Enforcing the Inadmissible Patrons Program to help prevent criminal activity and violence in licensed establishments.
  • Providing investigational and tactical support to investigations focused on gang members and their associates.
  • Promoting programs aimed at deterring youth involvement in the gang lifestyle and assist individuals in exiting gang life.

The role of the police in gang enforcement

Working collaboratively with stakeholders, SPS will take an enforcement-centred approach to dealing with gang issues in Surrey, this involves:
1. Enforcement, utilizing intelligence led approaches,
2. Intervention via skills training,
3. Education/prevention using resources and working closely with the Youth Section.

Joint Force Operations

Collaborating with provincial and local law enforcement agencies on gang conflicts relating to drugs, weapons, and threats to public safety.

Consulting with the community

In preparation for becoming the Police of Jurisdiction  in November 2024, SPS conducted a formal community consultation that consisted of an online survey of Surrey residents, and interviews and focus groups with a broad range of community stakeholders. Violent crime and organized gangs were among the top concerns that community stakeholders would like to see SPS address.

  • Organized crime gangs is the top concern (66 percent) for the next 12 months for Surrey residents, as it was in the 2021 community consultation report (67 percent).

Community stakeholders want to see SPS focus on targeting at-risk youth and vulnerable community members through prevention and early intervention programs. For more information on the 2024 Community Consultation results please visit: Community Input
